Paul Okulov

Director of Marketing Asia

Paul Okulov provides support in Asia for IFA’s and Property companies for the registration, design, funding, operation and full service administration of U.S. Title 26 section IRC 402(b) compliant foreign retirement plans for U.S. persons and for persons or foreign financial institution transacting in U.S. Dollar that is Foreign Account Tax Compliance Act registered as ”Deemed Compliant”.

Paul has studied continuously in Sales, Marketing and Business Management which enables him to assist clients to use these techniques to help them grow their businesses. He has also held SFC and HKCIB licences in Hong Kong so he is familiar with the Regulatory environment in the region.

With over 30 years experience in the Banking, Finance and Insurance industry (B2B and B2C) Paul has a wealth of knowledge to enable him to provide excellent support to Fairbrook Alliance clients. Paul’s experience includes 20 years in Australia and 10 years as an IFA in Asia servicing expat clients in Hong Kong, China, Thailand, Philippines, Vietnam and Cambodia.

His Mission is to provide Fairbrook Alliance clients with a focal point of contact and build long standing profitable relationships.     Michael T. Mazzone

    Mr. Mazzone is a Partner in the Advanced Planning and Family Office Practice Group at Handler Thayer, LLP.  His background in tax law, accounting and finance enables him to focus his practice on Federal, State & International Taxation and Financial & Estate Planning.

    He concentrates his tax practice on tax planning, tax preparation and tax representation attributable to income, estate, gift, excise and franchise tax, treaty analysis, state tax comparisons, and sales and use taxes.  His financial and estate planning services include structuring and implementing comprehensive estate plans, and handling pre-marital planning, asset protection planning and financial planning.

    Yimin Kou

    International Taxation

    Yimin Kou is the senior tax lawyer, a member of the International Fiscal Association (IFA), graduated from Law School of Peking University and the International Tax Center of Leiden University. Her professional career in cluded working in a Big Four firm and a foreign law firm Beijing Representative Office. Ms. Kou specializes in handling cases of international tax law and merger and acquisition.

    Ms. Yimin Kou graduated from Leiden University (Adv. LLM in International Taxation) and Peking University Law School (J.M. Hons.). Before joining CTAC group, she was a founding partner of M&T Law Firm and worked as tax lawyer in Deloitte China and Chiomenti Law Firm (Italy), Beijing Office and C&A Advisors , Beijing Office.

    Ms. Kou has more than 10 years of experience in Chinese non-tax law and tax law specializing in international tax issues including international strategic tax review and cross-board MA, TP audit ,APA, and international tax controversy dispute resolution, family wealth inheritance and trusts. Her paper “Departures from the OECD MC and Commentaries in EU Law and Tax Treaties” from Chinese prospective as a country report will be published by IBFD in the near future.

      Michael Figueroa

      Mr. Figueroa is an entrepreneur and investor with over 40 years experience in real estate investments, private lending, and the legal field, with expertise in distressed property workouts and debt restructuring, asset protection strategies, mortgage lending (both private equity and institutional), construction, development and sales. Mr. Figueroa holds Licenses as a Real Estate Broker, a Document Preparer (Paralegal), and Mortgage Loan Officer and has held Licenses as a Mortgage Broker and Banker. Mr. Figueroa has also studied to obtain certain Securities Licenses and since 1983 has attended over 185 seminars regarding Tax Law, Foreclosures, Real Estate litigation, Private Placement / Securities Law, Bankruptcy, Entity Formation (Limited Liability, Corporations, Trusts), Estate Planning (Wills, Trusts), and Asset Protection Structures.

      Mr. Figueroa graduated from the University of Arizona in 1973 where he began to develop his knowledge of business, finance, tax, real estate, contracts, foreclosure, and bankruptcy law. Through his business experience he has strengthened his expertise in these fields and continues to expand his knowledge through educational courses, and direct experience in each of these fields.

      In 1980 he founded a private mortgage brokerage and banking company and owned an FHA/VA mortgage banking company. In 2002 he founded and was the chairman of Western Associates Development Company, LLC, Western Recovery Services, LLC and Coronado Ranch Estates; which developed lots, built homes and syndicated properties with a value over $100,000,000.

      Currently he acts as both a principal and advisor regarding asset protection structures, purchase & sale of distressed assets, tax and real estate consulting and private mortgage lending.

      In his philanthropic and community activities, Mr. Figueroa has served on the Naval Special Warfare Foundation (Navy S.E.A.L.S.) as Investment Committee Chairman and currently as Ambassador of the Navy S.E.A.L. Advisory Board. Mr. Figueroa is also a Board Member and Treasurer of the Goodwill Mission to China Foundation, manager of Tucson Brazilian Jiu-Jitsu (a martial arts academy), and currently serves as a small claims judge in Pima County. Previous offices held have included serving on the Advisory Board of the Yangtze International University in Nanjing, China, Trustee to the Vatican Observatory Foundation, and member of the Board of Directors of the Tucson Police Foundation. Michael has also lectured at the University of Arizona, University of San Diego, and Pepperdine Law Schools and has had a radio show on Voice America entitled “Strategies for Financial Survival”.
